2) If one can hypothetically ensure that he will not look at women with lust is simply being in that environment a sin in and of itself?

1) If it entails forbidden looking at women, then it is not permissible, even if he is reassured that he will not fall into another forbidden thing.

2) If it is an immoral party in which forbidden things are committed, then it is not permissible to go to it
