A person made a vow that he will fast for a week if he passed his exam and passed his exam. If he didnt fast the 1 week vow immediately after or within the year, must he pay fidyah on these ‘vow fasts’?

No they can fast when they can and no fidya is payable.
However it shouldn’t be delayed too long except for a valid reason
