Agha, this is Agha Al-Hakeem's edict on this issue. He allows it to give it to non Shia on a condition. So, does it mean that one can give to a non Shia whose inclination towards Ahlulbayt a.s is not known but he is in dire need of help?

Ruling 350: The beneficiaries are the same as mentioned
for the zakah on wealth, except that one can pay it to a non-Shia Muslim who neither accepts nor denies the authority
