As my elder brother is expired 7 years back, now my father also expired. Can I read my father’s qaza namaz and what’s the condition and procedure?

Yes you can pray
No doubt it is wajib on oldest son but other children can pray and pay the qadha of their marhoom. Niyat will be I'm praying salat ul Fajr qadha of my father wajib qurbatan ela Allah
This is just intention not needed to pronounce.
Method of prayer is same as we are praying. Only niyat is different
