Can we do the niyat of both together? Like I have qadha fasts as well so I observe them on dates like 15th shabaan and other dates in which it is recommended to fast so can we do tje same for namaz also?

No. You cannot make dual intention.
You have to make the intention of qadha only, and Allah swt will give you the thawab of the 15th.
