I am confused about Khums payment. Some say you can deduct vacations and car lease payments but some say only necessities and ziarat /Hajj trip can be deducted. Please clarify if all expenses I including clothes and shoes shopping + regular vacations can be deducted or just the necessities of home expense and groceries and ziarat trips.

If car payments and vacations are legitimate expenses which are part of your lifestyle and not considered extravagant then you can deduct those too.

For example, they are in accordance with how much you earn and people who earn similar to you also have those expenses in society.
