I have a question about a verse I read in the Quran (Al Talaq 65:4) The Quran mentions the three month waiting period (Iddah) for females who are divorced. It mentions “those who havent menstruated” does this mean pubescent girls? Does this mean that pubescent girls were allowed to consummate in their marriages back then? From the verse, it seems like pubescent girls were allowed to marry and consummate, is that true? Or is that the incorrect interpretation, and if so then what is the correct interpretation?

That is not true entirely however consideration has to be given to environmental, societal, traditional and cultural factors according to each era with the change of times. If for e.g a girl becomes fully mature and is capable of getting married let’s say at the age of 14 and it’s culturally accepted within a particular set up then Islam allows it if otherwise Islam prevents it
