I have a question regarding Khums on savings for building my first home.

I saved up and bought a plot of land where I plan to construct my house after a few years.
My question is that what is the ruling on paying Khums on that plot of land and the amount being saved up for construction of my first home.

According to Ayatollah Sistani, if where you live it is expected or a societal norm for you to buy a house then the savings for a house (which is based on your status or income appropriate) is excluded from Khums
