I recently saw on a social media platform, someone cursing Saddam Hussein, should I forbid it as taqqiyah?

I’ve read a hadith that says one who doesn’t perform taqiyyah and says something which leads to the murder of someone else will have his part of blood on The Day Of Judgement.
