I reside in the United States. Annually in our city the local mosque hosts a jhuloos. In the jhuloos the men and women walk the downtown streets reciting noha and matam. A small group of men remove their shirts and do matam. What is the ruling/recommendation on participating in such an event?

No problem in participating but women should not stare at the men’s chests.
