I wanted to know what’s the ruling on marrying someone outside where you’re from like an iraqi marrying a lebanese and how to go about that if the family isn’t allowing of it

Yes it’s permissible provided conditions (eg they’re Muslim etc) are found. It will have challenges but one way is to seek help of Ulema and Family relatives who can influence parents perhaps.
