I’m new to khums and I am trying understand paying for non necessary purchases, if I pay for something that’s considered "extra" like a watch/ring or a car from my remaining monthly wages, do I pay khums for these non necessary purchases and if so how do I?

If they are things that you would use and they match your income level and not considered extravagance then there is no payment on them
