If a Muslim person is living in the West and while practicing hijab by not looking people who are NOT mahram to us it causes problems (when we have to speak to them). So someone told me that if there is no shahwa / raghba then it is not a problem if we look at them while communicating.

Is the above correct or not? If the non mahram is a muslim then what is the ruling.

With regard to lo looking at non Mahram, the same rule applies to all, Muslims and non Muslims.
If there is no shahwa, no problem.
