If a woman is a virgin and she seeks mutah marriage that doesn’t include intercourse, but without the father’s permission; its acceptable by Sayyid Rouhani however no marriage is allowed for a virgin girl without fathers permission if I’m not wrong. So i’ve heard people that would follow the ruling of sayyid rouhani even though they follow Sayyid Sistani is that acceptable?

No. It is not. According to S. Sistani, she must get her father’s approval.
This is a fatwa, where she can not refer to any one else.
