Solomon was a prophet and a king. He could have taken over her empire through his political power. At the end of the day, he didn’t force her to become Muslim, when she saw his power and that it is from God she chose to believe.

A political power can conquer another power, however it cannot force the conversion, that needs to be through conviction and that is what happened with Solomon and RasulAllah
