In your opinion do orchestras which usually play classical music symphonies count as amusement gatherings? Or are amusement gatherings generally more up beat party type environments?

This is not based on my opinion, this is based on what is known, are symphony orchestras considered to be music played in places of entertainment by the general public? This is a question that you personally must deduce, my response is valid for me only and not for you. So I cannot respond to this unfortunately.
