Is it permissible to apply makeup(not a heavy one though) during the months of muharram and safar eg. for college?

Makeup if seen by a na mahram is haraam. Little make up whereby it can be seen that it has been applied is haraam as well (infront of na mahram). As per Ayatullah Sistani, only applying eyeliner/kohl is allowed.
