Is there much that can be said about tawala and tabarra in regards to actions that are obligatory? In relation to fellow humans?

Tawallee and Tabarree are wajib (mandatory) like prayer and fasting.
Tawallee is to follow and obey the guardians of God, whom Allah almighty wanted us to follow and follow them and follow their biography, while Tabarree is to deny the enemies of Islam, hate them, and make sure that you do not follow them in their believes.
