There is a new Fatwa approved Halal lottery in my country of residence, the fatwa is from the government approved authority that are not from Shia community.

The concept of the lottery is that they are selling postcards for a certain price, one can purchase the 8 post cards with 8 number of his own choice, then at the end of the week the organizers announce 8 numbers, you have to match your numbers to the number organizers release and based on the numbers matched one can win cash prize, depending on how money numbers of the person match.

I wanted to know if this kind of a lottery will be considered halal in Shia mazhab as well?
